You can find a Water Stone in Pokémon Brilliant Diamond and Pokémon Shining Pearl by going to Route 213, which is located east of Pastoria City. To access the stone, you must first obtain HM Surf. Once done, head to Route 213 and head southeast until you reach a small shore. Use Surf to get into the water, then head southeast until you reach an NPC disguised as a sailor. Go towards him then use the surf again to reach the object located northeast of him, near two swimmers. Once there, get off your Pokémon and collect the Water Stone.
