To get Ice Beam TM in Pokémon Sparkling Diamond and Pokémon Sparkling Pearl, you must first head to Route 211, located to the left of Celestic Town. Once there, head to Mount Coronet and use HM Strength to get past the obstacles so you can head north towards a set of stairs. Go down the stairs and use HM Defog to clear your view. After that, go north until you reach another set of stairs, this time up. After that, follow the path to Route 216 and go left to a spot where you can rock climb. Climb the wall and head right until you reach the third object present in the area, which will be the Ice Beam TM (TM13).
