Should players shoot Tighnari On-Banner in Genshin Impact?

The bottom line is that players should get Tighnari now if they want him, because the chances of getting him when he enters the standard banner will become incredibly low. But for players trying to budget how many Primogems they spend each patch, they'll have to weigh the highs and lows at the end of the day.
