To start, we should start with your starter. Whichever Pokemon you actually want to use first should usually take up your second or third slot. Once the battle has started, you must immediately switch to them. What this will do is Arlo, Cliff, and Sierra suspend their attack for about 3 seconds. During this time, you can deal free damage and gain energy for your charged attack.
And the other thing to note is to use this charged attack as soon as it becomes available. Unlike Team GO Rocket Grunts, Team Leaders will use their shields for the first two charged attacks you use. So if you have one that requires low energy, throw it as quickly as possible because nothing will do any damage anyway. What you gain is that both of their shields are burned, allowing massive damage and type-matching charged attacks to hit later.
